How to Compare the Real Cost of Building

A $100,000 prefab sounds cheaper than a $250,000 contractor bid.

Sometimes it is.

Sometimes the $100,000 prefab becomes a $240,000 project and the $250,000 contractor bid was actually the more complete number.

And sometimes prefab really does save a substantial amount of money.

The only way to know is to stop comparing the price of the building and start comparing the price of the finished project.

That means putting prefab, modular, panelized, manufactured, and conventional site-built options on the same spreadsheet and asking what each one will cost to become a completed, permitted, usable dwelling on your specific property.

The question is not: Which house has the lowest advertised price?

The question is: Which path gets me to a completed legal dwelling for the lowest realistic total cost, in an acceptable amount of time, with an acceptable amount of risk?

First, Make Sure You Are Comparing the Same Finished Product

A prefab company's base price and a licensed contractor's construction bid may represent completely different stages of completion.

One price might buy a factory-produced structure.

The other might include the foundation, installation, utilities, permits, finishes, cleanup, and inspections.

Before comparing numbers, define the finish line.

For example:

Permitted dwelling.

Installed on its permanent foundation.

Water connected.

Sewer or septic functioning.

Electrical service connected.

HVAC operational.

Interior complete.

Required exterior stairs, decks, and landings complete.

Required driveway and fire-access work complete.

Final inspection passed.

Certificate of occupancy or equivalent final approval obtained where applicable.

Now ask what each proposal costs to reach that same finish line.

The $100,000 Number: What Does It Actually Buy?

Start with the advertised prefab price.

Do not assume it includes anything that is not specifically stated.

Find out whether the price includes:

Design.

Engineering.

Factory construction.

Windows and doors.

Cabinetry.

Plumbing fixtures.

Electrical fixtures.

HVAC.

Appliances.

Flooring.

Transportation.

Crane or setting.

Onsite assembly.

Foundation.

Local permitting.

Site work.

Utility connections.

Final finish work.

A $100,000 product that arrives almost complete is very different from a $100,000 shell.

The base price is useful only after you know where the manufacturer's responsibility ends.

Then Add the Costs That Exist No Matter How the House Was Built

Many costs are not really prefab costs or site-built costs.

They are property-development costs.

The parcel may require them regardless of construction method:

Planning and building permits.

Surveying.

Site plans.

Grading.

Drainage.

Sewer or septic.

Water connection or well work.

Electrical service.

Driveway and fire access.

Retaining walls.

Environmental studies where required.

Demolition.

Utility-company charges.

Impact or connection fees where applicable.

If both the prefab and conventional project need a $25,000 septic system, do not blame that $25,000 on prefab.

But do include it in the project budget.

Separating building cost from property-development cost makes comparisons much more useful.

Foundation: Put the Same Number in Both Columns Only If It Really Is the Same

A conventional contractor bid may already include the foundation.

A prefab quote may not.

Or the prefab company may include foundation engineering but not excavation and concrete.

Or it may offer a complete foundation through a local partner.

Compare:

Engineering.

Excavation.

Forms.

Reinforcing.

Concrete.

Piers or stem walls.

Under-slab utilities.

Anchoring and connections.

Special inspections.

Waterproofing and drainage.

California HCD treats factory-built housing foundations as site-specific work, with installation subject to local building-department inspection.

So if one number includes a finished foundation and the other does not, correct the comparison before deciding which is cheaper. citeturn0search0turn0search1

Transportation Is Part of the Building Cost Even Though It Happens on the Highway

A site-built house generally brings materials to the property in many smaller loads.

A modular house may bring enormous portions of the completed building at once.

Prefab transportation costs may include:

Freight.

Multiple trucks.

Oversize permits.

Pilot cars.

Route surveys.

Special delivery coordination.

Temporary obstacle removal.

Long-distance charges.

Then ask whether delivery is quoted all the way to the building pad or merely to the general area.

A factory price 40 miles from your site and a factory price 700 miles from your site are not the same deal.

Add the Crane and Set

For modular construction, the house may need to be lifted from the delivery vehicle onto the foundation.

That can involve:

Crane mobilization.

Rigging.

Crane setup area.

Multiple picks.

Crew time.

Traffic control.

Weather delays.

Additional crane hours.

Coordination with delivery trucks.

A panelized system may avoid a huge module set but require considerably more onsite labor.

Neither is inherently better.

They are simply different cost structures.

Onsite Labor Is Where Some Prefab Comparisons Fall Apart

A factory can build a great deal of the house.

But somebody still has to finish the transition between factory and property.

Depending on the product, onsite labor may include:

Joining modules.

Weatherproofing seams.

Roof completion.

Siding completion.

Drywall repairs.

Interior trim.

Utility hookups.

Mechanical connections.

Electrical connections.

Plumbing connections.

Decks, stairs, and landings.

Touch-up work.

Final corrections.

Ask whether that labor is included in the factory price, separately contracted, or entirely your responsibility.

A cheap factory product plus expensive local labor may still be a good project.

But you need both numbers.

Prefab Can Save Time - and Time Has a Dollar Value

One of prefab's genuine potential advantages is schedule.

HCD identifies time savings, year-round controlled manufacturing, reduced material waste, and potential cost savings among the benefits of Factory-Built Housing, while also noting that benefits vary by project. citeturn0search28

Factory construction and site preparation can sometimes happen at the same time.

That can reduce the period between permit and occupancy.

For an investor, shorter construction may mean:

Fewer months of construction-loan interest.

Fewer months without rental income.

Lower temporary housing costs.

Less exposure to weather delays.

Less time managing an active construction site.

Suppose one method costs $15,000 more but produces rent four months earlier.

That $15,000 difference is not necessarily the real economic difference.

Time belongs in the comparison.

But Prefab Can Also Create a Different Kind of Schedule Risk

The factory schedule is only one schedule.

You also have:

Local permits.

Foundation construction.

Utility-company work.

Site preparation.

Delivery scheduling.

Crane scheduling.

Local installer availability.

Final inspections.

A finished module sitting at a factory while the foundation is delayed does not produce rental income.

Neither does a completed foundation waiting three months for a manufacturing slot.

The best prefab projects coordinate these timelines rather than assuming the factory controls all of them.

Site-Built Construction Has Its Own Advantages

Conventional construction can look expensive when compared with an advertised prefab base price.

But the contractor's price may include far more of the completed project.

Site-built construction can also be advantageous when:

The property has difficult access.

The design is highly customized.

The site requires unusual foundation work.

The building must respond closely to slope or existing structures.

Local trades and materials are readily available.

Transporting large modules is difficult.

Changes during construction are likely.

A conventional contractor can often adapt to field conditions more easily because the house is being created on the property.

That flexibility has value.

Prefab Has Its Own Advantages

Prefab may be especially compelling when:

The site is relatively straightforward.

Truck and crane access are good.

The design works without major customization.

The manufacturer has a proven California approval pathway.

The manufacturer and local installer have worked together before.

The foundation and utility scope is clearly defined.

Factory and site work can proceed concurrently.

The factory price includes a high level of finish.

California HCD specifically identifies mass-production techniques and controlled factory production as potential ways FBH can reduce housing costs. citeturn0search1

Prefab is not a gimmick.

It can be a very efficient construction system.

But efficiency disappears quickly when the project has unresolved gaps between the factory, installer, site contractor, designer, and local jurisdiction.

Do Not Ignore Financing

Cash flow can change which project is actually affordable.

A conventional home-improvement contract and a factory purchase agreement may have very different payment structures.

For applicable California home-improvement work, CSLB says the down payment generally cannot exceed $1,000 or 10 percent of the contract price, whichever is less, and subsequent payments cannot exceed the value of work performed or materials delivered. These rules expressly apply to residential ADU construction. citeturn0search2turn0search4

A prefab manufacturer may have a separate product-purchase schedule requiring substantial payments during factory production.

That raises different questions:

When is each payment due?

When does ownership of the unit transfer?

Can your lender fund factory deposits?

Will the lender finance the product before it is installed?

What happens if permitting is delayed?

What happens if the manufacturer fails?

What portions must be paid in cash?

A project that is cheaper on paper may be harder to finance.

Interest Carry Can Change the Winner

If you borrow money to build, include financing cost.

For each option estimate:

Amount borrowed.

Interest rate.

Construction period.

Loan fees.

Required cash contribution.

When draws or payments occur.

A project that costs $220,000 and takes eight months may have a different total economic cost from a $205,000 project that takes fourteen months.

The exact calculation depends on financing.

But ignoring carrying cost can make the cheaper construction option look better than it really is.

For Investors, Add Lost Rent

If the completed dwelling will generate income, time without rent is a cost.

Suppose the expected rent is $2,000 per month.

A four-month schedule difference represents $8,000 in potential gross rent.

That does not mean you should automatically add $8,000 to the slower builder's bid - delays and lease-up are never perfectly predictable.

But it belongs in the investment analysis.

Construction cost is not the only money moving while you wait.

For Homeowners, Add the Costs of Waiting Too

Not every project is an investment property.

If you are building for yourself or family, schedule may affect:

Temporary rent.

Mortgage plus rent overlap.

Storage.

Travel.

Childcare or commuting arrangements.

Temporary accommodations.

Stress and disruption.

Those costs may be harder to quantify.

They are still real.

Compare Quality, Not Just Square Footage

Two 800-square-foot ADUs are not necessarily equivalent products.

Compare:

Foundation system.

Wall construction.

Insulation.

Windows.

Roofing.

Siding.

Cabinets.

Countertops.

Flooring.

Plumbing fixtures.

HVAC.

Appliances.

Interior doors and trim.

Energy performance.

Warranty.

A more expensive prefab may arrive with substantially better finishes than a contractor's base bid.

Or the opposite may be true.

Normalize quality just as you normalize scope.

Customization Has a Cost

Factory efficiency is strongest when the factory can repeat systems it already knows.

Customization may be available, but ask what it does to:

Price.

Engineering.

Approval.

Production schedule.

Material purchasing.

Transportation.

Installation.

If you intend to redesign half the model, the standard prefab price may stop being relevant.

Sometimes a flexible site-built design is economically better than forcing a heavily modified project through a factory system.

Change Orders Work Differently

Site-built construction can accumulate change orders during construction.

Prefab can reduce some field uncertainty because many decisions are made before factory production begins.

But that also means changes may become difficult or expensive once manufacturing starts.

Ask the prefab company:

When is the design frozen?

What can still be changed after production begins?

What are the change fees?

What happens if the local jurisdiction requires a change?

Who pays for factory modifications required by site-specific conditions?

With a licensed contractor, California home-improvement contract changes generally must be documented in a written change order before the changed work is performed. citeturn0search4

Either system can control costs well.

Either system can become expensive when the scope was poorly defined.

Warranty and Service Have Economic Value

A factory warranty sounds reassuring.

Find out who actually performs warranty work at your property.

If the manufacturer is 600 miles away, ask:

Do they have local service technicians?

Does the installer handle warranty claims?

Who pays travel?

Who handles a leak at a module connection?

Who handles a factory defect?

Who handles a site-installation defect?

What happens when the manufacturer and installer blame each other?

A warranty that is difficult to use is worth less than a warranty backed by someone who will actually show up.

Resale and Appraisal Belong in the Long-Term Comparison

If you are building a permanent dwelling, consider how the finished product will be classified, financed, insured, appraised, and resold.

Do not assume every offsite-built product will be treated identically.

If resale value matters, make sure you understand what you are adding to the property before you compare construction prices.

Risk Needs a Number - Even If It Is an Imperfect One

Every project has risk.

Site-built risks can include:

Weather.

Labor availability.

Long construction duration.

Material coordination.

Field changes.

Contractor performance.

Prefab risks can include:

Large factory deposits.

Manufacturer solvency.

Transportation.

Delivery access.

Crane coordination.

Mismatch between factory and foundation.

Responsibility gaps.

Local correction requirements.

Limited local warranty support.

You cannot perfectly price every risk.

But you can identify them.

A $10,000 savings may not be compelling if it depends on six unresolved assumptions.

Use a Real Comparison Sheet

I would compare the options using rows like these:

Building/product base price.

Design.

Engineering.

Energy documentation.

Survey.

Permits and fees.

Foundation.

Grading.

Drainage.

Retaining walls.

Transportation.

Crane/set.

Onsite assembly.

Electrical service.

Water.

Sewer/septic.

Utility trenching.

Driveway/fire access.

Interior finish differences.

Appliances.

Landscaping/site restoration.

Financing cost.

Expected construction duration.

Lost rent or temporary housing.

Contingency.

Then add:

Estimated completed-project cost.

That is the number I want to see.

A Simple Hypothetical

Imagine two options for the same ADU.

Option A: Prefab

Factory unit: $100,000.

Design/local permitting: $12,000.

Foundation: $25,000.

Delivery and crane: $14,000.

Onsite completion: $18,000.

Utilities: $24,000.

Site work/access/drainage: $16,000.

Fees and miscellaneous: $6,000.

Contingency: $15,000.

Estimated project: $230,000.

Option B: Licensed contractor

Construction bid including foundation and onsite construction: $205,000.

Design/permitting: $12,000.

Utilities: $24,000.

Site work/access/drainage: $16,000.

Fees and miscellaneous: $6,000.

Contingency: $15,000.

Estimated project: $278,000.

In that example, the prefab really is substantially cheaper - but it is not a $100,000 project.

Now change the prefab delivery to $30,000, onsite completion to $35,000, and foundation to $40,000 because the site is difficult.

Suddenly the comparison changes.

That is why the parcel matters.

Now Compare Schedule

Suppose the prefab project can realistically be completed three months sooner.

If the ADU will rent for $2,000 per month, that potentially improves the economic comparison by another $6,000 in gross rent.

Suppose instead the manufacturer has an eight-month production backlog.

Now the supposed prefab schedule advantage may disappear.

Use the actual current production and construction schedule, not the sales pitch.

Ask Both Sides the Same Question

For the prefab company:

What will I still have to pay someone else to do before I can legally occupy this house?

For the licensed contractor:

What is not included in this bid that I will still need before I can legally occupy this house?

Those two answers make comparison much easier.

When Prefab Is Probably Worth a Serious Look

Prefab deserves especially serious consideration when:

You like one of the manufacturer's standard designs.

The site has straightforward access.

The foundation is relatively simple.

Utilities are reasonably close.

The manufacturer has a proven California approval history.

The local installer is experienced with that product.

Delivery and crane costs are known.

The manufacturer can provide a realistic production schedule.

The division of responsibility is clear.

The completed-project budget still works after site costs are added.

That is when factory efficiency has a chance to actually become project efficiency.

When the Cheap Prefab May Not Be Cheap

Be more cautious when:

The site is remote.

The road is narrow or difficult.

A large crane set is complicated.

The project requires heavy customization.

The foundation is unusual.

There is extensive grading.

Utilities are far away.

The prefab company does not handle local permitting.

There is no experienced local installer.

Responsibility for site/factory coordination is unclear.

The quote contains large unknowns.

The company wants substantial nonrefundable money before local feasibility is established.

None of those automatically means do not use prefab.

They mean do the math before you order the house.

The Cheapest Construction Method Is Parcel-Specific

This is the conclusion I keep coming back to.

There is no universal answer to:

Is prefab cheaper?

The correct answer is:

Cheaper where? For which house? On which parcel? With which manufacturer? Compared with which contractor? And including what?

A modular house can be an incredible value on one property and a logistical nightmare on another.

A site-built house can be expensive on one project and clearly more economical on another.

Panelized construction may outperform both when access is difficult.

Manufactured housing may provide an entirely different value proposition.

The building system is only one variable.

The Bottom Line

A $100,000 prefab may really be cheaper.

But it is almost certainly not a $100,000 completed project.

Do not compare factory price to contractor price.

Compare finished project to finished project.

Add the foundation.

Add the site work.

Add utilities.

Add transportation.

Add the crane.

Add onsite labor.

Add permitting.

Add financing.

Add time.

Add contingency.

Then compare quality, schedule, warranty, flexibility, and risk.

The winner is not the house with the cheapest price tag. It is the construction path that gives you the best completed project for the money you will actually spend.
