A prefab home can spend months being designed, approved, manufactured, and prepared for shipment.
Then one morning, a very large and very expensive building starts moving down the road toward your property.
Delivery day is where the factory project and the site project finally collide.
By then, the questions should not be:
Can the truck make the turn? Is the foundation ready? Where is the crane going? Are those power lines too low? Who was supposed to remove that tree?
Those questions should have been answered long before the house left the factory.
Delivery day should be execution, not discovery.
Delivery Day Actually Starts Months Earlier
The successful set begins during due diligence and site planning.
Before the home is manufactured, somebody should already understand:
The delivery route.
The final approach to the property.
Road widths and turning radii.
Grades.
Bridges and culverts.
Overhead utilities.
Trees and other obstructions.
Truck staging.
Crane location.
Foundation access.
Weather limitations.
Permit and inspection requirements.
A factory can manufacture a house beautifully and still have a failed project if the finished modules cannot physically reach the foundation.
The delivery route is part of the building site.
First, Know What Is Being Delivered
Prefab is a broad word.
Delivery looks very different depending on whether the project involves:
Large volumetric modules.
Smaller factory-built components.
Panelized wall or roof systems.
HUD-code manufactured housing.
Other prefabricated systems.
A panelized project may arrive on trucks and be assembled over days or weeks.
A volumetric modular home may arrive as several enormous nearly finished sections that need to be placed in a precise sequence.
The delivery plan must be designed around the actual product.
California FBH: Factory Approval Does Not Finish the Job
For California Factory-Built Housing, HCD regulates the factory manufacturing process, but the local building department is responsible for inspection of the installation and assembly at the site.
HCD's guidance says local officials verify the HCD insignia on FBH units or components before installation or assembly and inspect the onsite installation.
That means delivery day is not merely a transportation event.
It is part of a locally permitted construction project.
The house arriving with an HCD insignia does not mean the local inspection process is over. It means the approved factory-built portion has arrived ready to become part of the site project.
Do Not Mix Up FBH and Manufactured-Housing Installation Rules
California Factory-Built Housing and HUD-code manufactured housing are different legal products.
For example, CSLB's C-47 General Manufactured Housing Contractor classification applies to manufactured homes, mobilehomes, and multifamily manufactured homes - and expressly excludes Factory-Built Housing as defined under California law.
So do not hear 'modular,' 'manufactured,' or 'prefab' and assume the same installer license or regulatory pathway applies to every product.
Before delivery, the project team should already know exactly what product is arriving and which contractor licensing, permit, and inspection rules apply.
The Route Survey
For large modules, someone needs to verify the route rather than assume a mapping app has solved it.
A useful route review can involve:
Road width.
Lane restrictions.
Sharp turns.
Roundabouts.
Grades.
Bridge limits.
Low branches.
Overhead electrical and communication lines.
Construction zones.
Seasonal road conditions.
Private-road restrictions.
Gate widths.
Final driveway geometry.
The hardest part is often not the highway.
It is the last mile.
Or the last 300 feet.
The Final Turn Can Ruin the Plan
A module can travel hundreds of highway miles successfully and still fail to reach the site because of one driveway entrance.

Overhead Utilities Are Not a Delivery-Day Surprise
Power, telephone, cable, and other overhead lines can stop a delivery.
Someone should verify actual clearances along the route and at the property.
If a line must be temporarily raised, disconnected, or otherwise addressed, determine:
Which utility owns it.
Who coordinates the work.
What notice is required.
Whether fees apply.
Whether an outage is required.
Who pays.
Do not assume the transporter can simply 'work around it.'
Trees, Branches, Signs, and Street Furniture
A module is wider and taller than the vehicles that normally use the road.
Potential conflicts can include:
Tree limbs.
Traffic signs.
Streetlights.
Mailboxes.
Fence posts.
Temporary construction fencing.
Parked vehicles.
Landscaping.
Determine what can legally be moved or trimmed, who has authority to do it, and when it must be restored.
Public right-of-way work may require agency coordination.
Know Where Every Truck Is Going
Delivery day may involve more vehicles than people expect:
Module transporters.
Pilot or escort vehicles.
Crane.
Rigging or set crew.
Contractor vehicles.
Inspector.
Utility crews.

Where does each truck enter?

If a crane is required, delivery day is not when you decide where to put it.
The crane company needs enough information to determine:

Boom configuration.
Rigging.
Crane position.
Ground conditions.
Outrigger locations.

Crane selection depends not only on how heavy the module is, but how far the crane must reach while carrying that load.
A little more distance can require a much bigger crane.
The Ground Under the Crane Matters
A crane creates concentrated loads.
The area may look flat and solid while hiding:

Drainage structures.
Underground tanks.
Recently disturbed soil.
The crane provider and project professionals should determine what support and preparation are required.
Do not casually place outriggers wherever there happens to be room.
Protect the Septic System
This deserves special attention on rural projects.
Know the location of:
Septic tank.
Leach field.
Replacement area.

Other septic components.
Heavy trucks and crane outriggers can damage buried systems or compact areas that need protection.

Well components.
Electrical conduit.
Sewer lines.
Gas where applicable.
Storm drainage.
Irrigation.
Other buried utilities.
Construction traffic should have a defined path.
If temporary protection is needed, install it before the trucks arrive.
The Foundation Must Be Truly Ready
'Foundation complete' should mean more than the concrete looks finished.
Before shipment, the project team should confirm as applicable:
Dimensions.
Elevations.
Level and alignment.
Anchor locations.
Connection hardware.
Bearing points.
Utility stub locations.
Access for set operations.
Required inspections.
Required curing or readiness conditions.
The foundation should be checked against the current factory documents, not an old revision.
Delivery day is a terrible time to discover the module and foundation were built from different drawings.
Verify Dimensions Before the House Leaves the Factory
Do not rely on hope.
The factory and site team should have a process for confirming critical dimensions before shipment.
Depending on the project, that can include:
Overall foundation dimensions.
Module bearing lines.
Anchor positions.
Utility penetrations.
Marriage-line conditions.

If something is wrong, it is usually cheaper to discover it while the house is still at the factory and the site crew still has room to correct the foundation.
Utility Stubs Need to Be Where the House Expects Them
Factory construction rewards coordination and punishes improvisation.

Gas if applicable.
Communications.
Condensate or other mechanical connections.

The Site Must Be Ready for the Install Crew
Do not make the set crew solve unfinished site work.

Temporary power is available if required.

Delivery day should not include waiting for someone to move a pile of dirt out of the crane location.
Permits and Inspections Need to Be in the Right Place
Before setting the building, confirm the permit status and inspection sequence with the local jurisdiction.
For California FBH, HCD states that installation is subject to local building-department inspection. HCD's handbook describes the local agency's role in inspecting installation and assembly and verifying the HCD insignia.
Ask:
Is an inspection required before modules are set?
Does the inspector need to verify the insignia before installation?
Which connections must remain visible?
Which inspections occur during the set?
Which inspections occur afterward?
Do not cover work that the inspector still needs to see.
Check the HCD Insignia Before Installation for California FBH
For California FBH, HCD's handbook directs local enforcement agencies to verify the presence of the HCD Insignia of Approval on each FBH unit or building component before installation or assembly onsite.
That is worth checking before the crane starts moving pieces into place.
If the expected approval identification is missing or damaged, stop and resolve it through the appropriate project and agency channels rather than assuming it can be sorted out later.
Weather Matters
Prefab can reduce months of weather exposure during construction.
Delivery day can still be very weather-sensitive.
Consider:
High winds.
Heavy rain.
Snow or ice where relevant.
Extreme heat.
Mud.
Poor visibility.
Lightning.
Wildfire conditions and road closures.
Crane operations have weather limits.
Road conditions have limits.
Open module connections can be vulnerable to water.
Have a postponement threshold and know who makes the call.
Have a Rain Plan
If rain begins during the set, what gets protected?

Wildfire Country Adds Another Layer
In rural California, wildfire conditions can affect roads, equipment use, emergency access, and the ability of crews to reach the property.
Depending on location and conditions, confirm:
Road access remains open.
Required vegetation clearance is complete.
Equipment restrictions are understood.
Fire access is not blocked by staging.
Emergency vehicles can still reach the site or surrounding properties.
Delivery planning should respect the same access realities that the finished project must satisfy.
Assign One Person to Coordinate the Day
Someone needs to know the whole sequence.
That person should understand how the transporter, crane operator, set crew, contractor, factory representative, inspector, and owner fit together.
The owner should not have to stand in the driveway asking six companies who is in charge.
Multiple specialized companies can work beautifully together, but only if the handoffs have been planned.
Have a Contact Sheet
Before delivery morning, circulate a simple contact sheet with:
Owner.
General contractor or site lead.
Manufacturer project manager.
Transport company.
Crane company.
Set crew.
Inspector contact if appropriate.

Even if you own the property, the set operation should be controlled by the qualified people responsible for it.
Do not step into the lift plan because you think the module would look better two inches to the left.
Questions about placement should go through the project lead and responsible crew.

The Set Is Not Just 'Put the Box on the Foundation'

Do not let the pressure to make the house look finished immediately cause required inspection points to disappear behind drywall, trim, roofing, or siding.

Once the modules are placed, protecting the building envelope becomes urgent.
Confirm responsibility for:
Marriage-line weather protection.
Roof connections.
Temporary roof protection.
Siding connections.
Flashing.
Open penetrations.
Doors or windows affected by transport.
The house may have spent months indoors.
Do not let its first night onsite be the wettest part of its life.
Check Doors and Windows After Set
Transportation and lifting can affect finishes and alignment.
After the modules are secured as appropriate, the responsible team should inspect items such as:
Exterior doors.
Interior doors.
Windows.
Cabinet doors and drawers.
Visible finish joints.
Some adjustment may be normal.
Document significant changes or damage so responsibility is clear.
Check Plumbing Before a Small Leak Becomes a Large One
Connections made onsite deserve careful testing.

The factory scope and field scope should meet without a gap.
Know What Happens if Something Does Not Fit
This is the moment everyone hopes never arrives.
What if:
The module does not align with the foundation.
An anchor is misplaced.

A roof section will not seat correctly.
A module is damaged.
The crane cannot reach.
The truck cannot enter.
The answer should not be improvisation by whoever happens to be standing closest.
Know who has authority to stop the work, who contacts the engineer or manufacturer, and who approves a field correction.
A delayed set is expensive. An unauthorized structural correction can be much more expensive.
Have a Stop-Work Threshold
Delivery-day pressure is enormous.
The crane is costing money.
Truckers are waiting.
Crews are onsite.
That pressure can make people want to 'just make it work.'
Before the day begins, the project team should understand which problems require a pause:
Unsafe crane conditions.
Foundation mismatch.
Missing required approval identification.
Unresolved structural conflict.
Unacceptable weather.
Inability to maintain required access.
Damage requiring engineering review.
Money already being spent is not a reason to make the next mistake.
Who Pays for Waiting Time?
Delivery contracts often contain charges for delays.

Crane booking.
Set crew.
Weather window.
Utility coordination.

Storage fees may hurt.
A failed delivery usually hurts more.
Do Not Schedule Delivery Too Late Either
Once a completed unit is sitting at the factory or storage yard, other risks appear:

Factory pressure to clear space.
The goal is coordination.
The site and factory schedules should converge deliberately.
Rural Delivery Has Extra Variables
Rural sites can be excellent candidates for prefab, but delivery deserves more attention.

Steep grades.
One-lane bridges.
Soft shoulders.
Low tree canopy.
Seasonal mud.
Wildfire closures.
Long distances for cranes and crews.
Limited staging.
Septic and well protection.
Few alternate routes.
None of these automatically makes prefab a bad choice.
They make route and set planning part of feasibility.
Urban Delivery Has Different Problems
Urban sites may have good roads but little space.
Potential issues include:

Overhead utilities.
Neighbor access.
Limited staging.
Narrow lots.

Transit routes.
Time-of-day restrictions.
A module that physically fits the lot still needs a legal and workable path from the truck to the foundation.
Neighbors Matter More Than You Think
Delivery may temporarily affect:

Private roads.
Noise.
Traffic.
Access.
Where appropriate, give neighbors reasonable notice.
Do not promise them control over the construction project.
Do avoid creating unnecessary conflict on the one day you may need a clear road and a little patience.
The Owner's Job on Delivery Day
If you have hired professionals to manage the project, your job should not be to coordinate the crane.
Your useful roles may include:
Being reachable for owner decisions.
Documenting condition from safe locations.
Confirming agreed owner-supplied items are ready.
Keeping unauthorized people away.
Not making spontaneous scope changes.
If you are acting as an owner-builder, understand that California places substantial responsibility on the owner-builder for permits, inspections, scheduling, subcontractors, and overall project integrity.
Do not assume owner-builder means 'the factory handles everything.'
What Should Be Done Before the Crane Leaves?
Depending on the system and inspection sequence, confirm that the project lead has addressed the items that cannot easily wait until tomorrow.
That can include:
Modules placed correctly.
Required temporary bracing.
Critical structural connections.
Immediate weather protection.
Damage documentation.
Safe site condition.
Required inspection points preserved.
Next-stage responsibilities assigned.
The crane leaving should be a planned milestone, not simply the moment the rental clock runs out.
The End of Set Day Is Not the End of Installation
The house may look remarkably complete after a few hours.
That can create a false sense that the project is almost over.
Remaining work can include:
Structural completion.
Roofing.
Siding.
Interior marriage-line finishes.
Plumbing connections.
Electrical connections.
HVAC commissioning.
Stairs and landings.
Decks.
Utility activation.
Fire requirements.
Inspections.
Punch-list work.
Final approval.
A house sitting on the foundation is not necessarily a house ready for occupancy.
Why Panelized Construction May Be the Better Path
After reading all of this, you may be wondering whether transporting an almost-complete house in enormous three-dimensional sections is really the best approach for every property.
It is not.
Panelized construction can preserve many of the advantages of factory construction while eliminating some of the hardest parts of volumetric modular delivery.
Instead of transporting entire rooms or large sections of a finished house, a panelized system transports wall, floor, roof, or other building components and assembles them onsite. California HCD recognizes factory-built building components as part of the FBH system. Those components can include structural, electrical, mechanical, plumbing, fire-protection, and other systems affecting health and safety.
HCD also describes FBH components as including wall, floor, or roof panels, including closed-system panels that may contain plumbing, electrical, and other systems. Qualifying FBH building components offered for sale to first users in California must bear an HCD insignia before shipment.
That difference can completely change the site logistics.
With panels, you may no longer need to get a 14- or 16-foot-wide, 50- or 60-foot-long finished module around the last sharp turn onto the property. The individual loads can be easier to route and stage, and the lifting requirements may be less demanding than placing large completed modules. Narrow rural roads, trees, overhead utilities, tight urban lots, steep driveways, and limited maneuvering space may therefore be easier to work around.
There may also be less finished building traveling down the highway. Depending on how complete the panels are when shipped, cabinetry, drywall, tile, plumbing fixtures, and other vulnerable finishes can be installed later onsite rather than being subjected to the transportation and lifting forces experienced by a volumetric module.
And there is another potentially important advantage:
The building can adapt to the site instead of requiring the site to adapt quite so dramatically to the building.
That can be especially valuable on rural California properties where access, grading, wells, septic systems, wildfire requirements, trees, slopes, environmental constraints, and unusual foundations can make a simple-looking prefab project surprisingly complicated.
Panelization is not automatically cheaper or better. More assembly occurs onsite. You need a capable local construction crew. Weather exposure during assembly can matter more. The onsite schedule may be longer than setting volumetric modules in a day. And exactly where factory approval ends and local inspection begins depends on how the particular panel system is manufactured and approved. HCD regulates qualifying factory-built components, while installation of FBH or building components is still subject to inspection by the local building department.
But that is precisely why I would not begin a prefab search by assuming that a fully volumetric modular house is the goal.
I would ask a different question:
How much of this house should be built in the factory, and how much should be assembled onsite for this particular property?
For a flat suburban lot with excellent truck access and plenty of crane space, volumetric modular may be fantastic.
For a wooded rural property at the end of a narrow road, a steep site, a constrained urban infill lot, or anywhere that transporting and setting enormous finished modules becomes the dominant problem, panelized construction may be the smarter form of prefab.
The prettiest factory solution is not necessarily the best construction system.
The best system is the one that works with the site.
The Delivery-Day Checklist
Before the house leaves the factory, I would want to be able to say:
The product and regulatory pathway are confirmed.
The delivery route has been physically evaluated.
The final driveway approach works.
Private-road issues are resolved.
Overhead utility conflicts are resolved.
Trees and obstructions are addressed.
Truck staging is planned.
The crane and rigging plan are confirmed.
Crane ground conditions are addressed.
Septic, wells, and underground utilities are protected.
The foundation has been verified against current factory documents.
Utility stubs are coordinated.
Required permits and inspections are ready.
For California FBH, the required HCD insignia/approval documentation is in place.
Weather has been reviewed.
The module and truck sequence is confirmed.
One person is coordinating the operation.
All key contacts have the schedule and site information.
The arrival-condition inspection is assigned.
The damage-reporting procedure is understood.
Weatherproofing responsibility is assigned.
Connection and testing responsibilities are assigned.
Everyone knows what conditions require the work to stop.
Standby, cancellation, and remobilization costs are understood.
There is a contingency plan if the set cannot occur.
If several of those items are still being figured out while the truck is already on the road, the project is not ready for delivery.
The Bottom Line
Prefab delivery day looks dramatic because the house seems to appear all at once.
But the successful projects are not really happening all at once.
They are the result of months of coordination.
The route works.
The site works.
The crane works.
The foundation matches.
The utilities are where they belong.
The inspections are planned.
The crews know the sequence.
The weather is acceptable.
And everyone knows who is responsible when something does not go according to plan.
The goal is for delivery day to be exciting because the house arrived - not exciting because nobody knows whether it is going to fit.
