Prefab Repairs, Who Should Be Allowed to Open the Wall, Roof, or Module?
A defect has been documented. The manufacturer has been notified. The installer has looked at it. Everyone agrees that someone needs to open the wall, roof, floor, or module connection to find out what is actually happening.
This is the point where a repair can solve the original problem - or create a second one.
Prefab buildings can contain factory-approved assemblies, proprietary connections, concealed structural systems, fire-resistance details, energy assemblies, factory wiring and plumbing, and field connections that were approved under a different part of the permit process.
Cutting into one of those assemblies is not automatically ordinary handyman work.
Before anyone opens the building, determine what they are opening, whose approved work it is, what evidence needs to be preserved, and whether the investigation or repair itself needs approval.
Destructive Investigation Is Still Construction
People sometimes treat investigation as though it sits outside the construction process.
It does not.
Removing siding, roofing, drywall, sheathing, insulation, flashing, structural hardware, or finish material can expose or alter regulated building systems.
The fact that the purpose is to 'see what is wrong' does not mean the work is consequence-free.
A good investigation plan answers three questions before demolition starts:
What needs to be opened?
Who is qualified to open it?
How will it be restored or temporarily protected afterward?
Start by Identifying the Assembly
Do not begin with the tool.
Begin with the building.
Ask what the proposed opening contains or could contain:
Structural framing.
Shear or braced-wall elements.
Hold-downs or anchors.
Module-to-module connections.
Electrical wiring.
Plumbing.
Mechanical ducts or refrigerant lines.
Fire-resistance assemblies.
Weather-resistive barrier and flashing.
Insulation and air sealing.
Factory labels or identification.
Proprietary components.
The answer determines who should be involved.
Factory-Built Housing Has Two Approval Worlds
California HCD regulates the manufacture of Factory-Built Housing and qualifying FBH building components. HCD-certified third-party agencies approve the factory design and inspect factory construction.
Once the FBH is installed, the local building department is responsible for inspection of installation and assembly.
HCD states that alterations after manufacture but before installation require HCD approval, while alterations made after installation require approval from the local building department.
That distinction is critical during repair work.
A post-installation repair that changes an approved FBH assembly should not be treated as though the original factory approval automatically covers whatever someone decides to build in the field.
The Local Building Department May Need to Be Involved
HCD's current FBH guidance says the local enforcement agency reviews and approves alterations during or after installation and inspects post-installation alterations.
Whether a particular repair requires a permit, revised plan, engineering, or inspection depends on the scope and the local jurisdiction.
Before significant destructive work, ask the local building department:
Is this repair permit-exempt or does it require a permit?
Does the existing permit remain open?
Is a revision required?
Does the department want photographs before concealment?
Will an inspection be required before the assembly is closed?
Does the repair need engineering or manufacturer documentation?
Get the answer for the actual repair rather than assuming.
Do Not Confuse California FBH With Manufactured Housing
This article is focused on California Factory-Built Housing and comparable prefab construction.
HUD-code manufactured homes, mobilehomes, commercial modulars, and other HCD-regulated units can have different alteration-permit pathways.
For California FBH, HCD specifically directs post-installation alterations to the local building department.
Identify the regulatory category before deciding which agency has alteration authority.
Who Should Open a Factory-Built Wall?
There is no universal answer.
The appropriate person depends on what the wall contains and why it is being opened.
Possible participants include:
The manufacturer or its authorized repair representative.
The original installer.
The general contractor.
A properly licensed specialty contractor.
A structural engineer or architect directing investigation.
A building-envelope consultant.
An electrician or plumber when their system is involved.
A drywall contractor may be perfectly appropriate for removing finish drywall.
That does not necessarily make the drywall contractor the right person to disconnect factory wiring, alter a shear panel, remove a proprietary structural connector, or redesign a flashing assembly.
Who Should Open the Roof?
Roof investigations deserve particular caution because a temporary opening can immediately create water damage.
Before opening, determine:
Who installed the affected roofing?
Is the suspected defect in factory roofing or a site-built closure?
Is the module marriage line involved?
Are solar or other penetrations nearby?
What weather protection will be installed the same day?
Will the roofing warranty be affected?
Does the repair alter an approved roof or structural detail?
The person opening the roof should be capable not only of exposing the condition but of protecting the building afterward.
Module Marriage Lines Need Special Attention
Marriage lines are classic interface zones.
They can contain:
Structural connections.
Roof closure work.
Air sealing.
Insulation.
Interior finish joints.
Plumbing connections.
Electrical connections.
Fire-resistance details.
Weatherproofing.
A crack visible at the interior finish may be cosmetic.
Or it may be the symptom of movement elsewhere.
Do not begin cutting structural or concealed connection areas simply because the visible crack follows the module joint.
Panelized Buildings Have Similar Interface Risks
Panelized construction can contain factory-approved building components, including wall, floor, or roof panels and concealed systems depending on the product.
HCD's FBH definition includes building components that can incorporate structural, electrical, mechanical, plumbing, fire-protection, and other health-and-safety systems.
Before altering a panel, identify whether it is merely conventional framing supplied as a package or an approved factory-built component with concealed or proprietary construction.
The word 'panelized' by itself does not answer that question.
Preserve the Approved Detail Before You Destroy the Evidence
Before opening an assembly, collect the documents showing what should be there.
That may include:
Local approved plans.
Factory/DAA-approved plans.
Manufacturer installation instructions.
Structural details.
Roofing details.
Window/flashing details.
Energy documents.
Approved revisions.
Construction photographs.
Then compare the opened condition to the approved condition.
Without that baseline, the investigation can become a debate about memory.
Invite the Potentially Responsible Parties When Appropriate
If responsibility is disputed and the condition is not an emergency, consider giving the potentially responsible parties a reasonable opportunity to observe the opening.
This can be especially useful when the suspected defect sits between scopes:
Factory and installer.
Installer and roofer.
Foundation and set crew.
Window manufacturer and flashing installer.
Site contractor and manufacturer.
An investigation witnessed by the relevant parties can reduce later arguments about what was found before the repair changed it.
Use an Independent Expert When Everyone Is Pointing Fingers
If the parties strongly disagree about cause, the person directing the investigation should not necessarily be the person whose work is being accused.
Depending on the defect, an independent professional may be useful:
Structural engineer.
Architect.
Building-envelope consultant.
Roofing consultant.
Geotechnical engineer.
Electrician.
Plumber.
HVAC professional.
The expert should define what needs to be exposed and what observations or testing are needed to answer the actual question.
Make an Opening Plan
For anything beyond a trivial finish repair, write down the plan before work begins.
Include:
Exact location and size of proposed opening.
Purpose of the opening.
Systems expected behind the finish.
Who will perform demolition.
Who will observe.
Photographs required.
Testing to be performed.
Temporary weather/safety protection.
Who will design the repair if a defect is confirmed.
Who will restore finishes.
This keeps a small investigation from turning into uncontrolled demolition.
Photograph in Layers
Do not take only a before picture and an after picture.
Photograph the investigation as each layer is exposed:
Finished surface.
Trim or siding.
Weather barrier.
Flashing.
Sheathing.
Framing or connection.
Insulation.
MEP systems.
Damaged material.
Repair work.
Restored assembly.
Include wide, medium, and close views.
Label the location and date.
Save Removed Components When They Matter
If a failed connector, fitting, window component, fastener, piece of flashing, or other part may be relevant to responsibility, do not automatically throw it in the dumpster.
When practical:
Photograph it in place.
Photograph removal.
Label it.
Store it securely.
Record who removed it and when.
For significant disputes, ask legal counsel or the investigating expert about evidence preservation before disposing of important components.
Emergency Repairs Are Different
If the roof is actively pouring water into the house, you may not have time to coordinate a multi-party inspection.
Protect the building.
But document as much as circumstances reasonably allow:
Video the active leak.
Photograph the opening.
Ask the emergency contractor to describe what was found.
Keep removed material when useful.
Save invoices and moisture-remediation records.
Emergency mitigation and evidence preservation can coexist.
Do Not Let the Investigation Cause More Damage
Opening a building creates new risks.
Plan for:
Rain.
Wind.
Electrical hazards.
Plumbing leaks.
Loss of fire-resistance.
Loss of insulation/air sealing.
Security.
Pest entry.
Unsafe openings.
Temporary protection should be part of the scope, not an afterthought.
Structural Components Need Structural Judgment
If the proposed investigation involves cutting, drilling, removing, loosening, or modifying:
Shear panels.
Headers.
Beams.
Posts.
Hold-downs.
Anchors.
Module connectors.
Trusses.
Engineered panels.
Foundation connections.
get the appropriate structural guidance before altering the system.
A contractor can expose a connection for inspection without necessarily having authority to redesign it.
Do Not Cut a Proprietary Connection Because It Is Inconvenient
Prefab systems can use manufacturer-specific hardware and connection details.
If a connection conflicts with access for a repair, do not simply remove or substitute it.
Find the approved detail.
Determine whether the manufacturer, design professional, or local building department needs to approve a revised condition.
The repair should not solve a leak by creating a structural problem.
Electrical Work Needs the Right Trade
Opening a wall may expose factory or field electrical work.
If wiring, boxes, panels, connections, or electrical equipment must be altered, use the appropriately qualified and licensed trade as required.
Do not let a general demolition crew casually disconnect wiring simply because it is blocking access.
Plumbing and Mechanical Systems Are the Same
A wall investigation may encounter:
Water lines.
Drain/waste/vent piping.
Gas piping.
Refrigerant lines.
Condensate.
Ductwork.
Ventilation ducts.
Coordinate with the appropriate trade before cutting or relocating those systems.
Remember that a leak can originate somewhere other than where the water becomes visible.
Fire-Resistance Assemblies Must Be Restored
Some walls, floors, ceilings, garages, shafts, or property-line assemblies may have required fire-resistance construction.
If investigation opens one of these assemblies, the repair must restore the approved protection.
Do not replace a listed or detailed assembly with whatever patch is easiest.
Use the approved plans and applicable repair detail.
Energy Assemblies Need to Be Restored Too
Opening walls and roofs can disturb:
Insulation.
Air barriers.
Duct insulation.
Vapor-control layers where used.
Fenestration flashing.
Mechanical ventilation components.
A repair that stops visible water but leaves a large insulation void or air leak is incomplete.
Restore the building-performance layers, not only the paint.
Weatherproofing Repairs Need a Complete Water Path
Water management works as a system.
A successful repair usually needs to account for:
Roofing or cladding.
Flashing.
Weather-resistive barrier.
Openings and penetrations.
Drainage path.
Sealants where appropriate.
Do not rely on surface caulk as the universal answer to a concealed flashing problem.
Manufacturer Repair Instructions Can Matter
If the manufacturer has a written repair procedure for transportation damage, module closures, siding, roofing, structural connections, or other proprietary work, obtain it.
Then determine whether the local jurisdiction needs to review it for a post-installation alteration.
A manufacturer email can be useful technical information.
It is not automatically a local permit approval.
What If the Manufacturer Wants to Send Its Own Repair Crew?
That may be a good solution, especially for factory-specific work.
But ask:
Who is the actual contracting entity?
Are required California contractor licenses in place for onsite work?
What exact repair will be performed?
Will the local building department require approval or inspection?
Will the repair preserve warranties?
Who is responsible for finish restoration?
Will you receive written documentation of the completed repair?
Do not let the phrase 'factory technician' bypass ordinary questions about onsite construction responsibility.
What If the Local Contractor Wants to Fix Factory Work?
Sometimes a local contractor can efficiently perform a manufacturer-approved repair.
Before proceeding, clarify:
Does the manufacturer authorize the repair?
Does the repair affect the factory warranty?
Is there a written repair detail?
Does the local building department need a revision or inspection?
Who pays?
Who warrants the repaired work?
Get those answers in writing when the issue is significant.
What If Nobody Will Touch It?
Responsibility disputes can leave owners with an active defect and no willing repair party.
At that point, the priorities may need to separate:
First: prevent further damage.
Second: preserve evidence.
Third: determine the technically correct repair.
Fourth: pursue responsibility and reimbursement.
Waiting indefinitely for everyone to agree can sometimes make the physical problem worse.
Do Not Close the Wall Too Fast
Once the defect is exposed and repaired, determine whether anyone needs to inspect the repair before concealment.
Possible observers include:
Local building inspector.
Engineer or architect.
Manufacturer representative.
Building-envelope consultant.
Responsible contractor.
Insurance representative where relevant.
Photograph the completed concealed repair before insulation, drywall, roofing, siding, or other finish hides it.
A Repair May Need Revised Plans
If the repair returns the building exactly to an already approved detail, plan revision may not always be necessary.
If the repair changes the approved design, a revision may be required.
Examples:
Different structural connection.
Relocated opening.
Changed beam or header.
Altered roof geometry.
New drainage path affecting approved work.
Different fire assembly.
Substantial change to a proprietary panel or module detail.
Ask the local building department rather than guessing.
HCD's Current Rule for Post-Installation FBH Alterations
HCD's published guidance is unusually clear on this point:
Factory-built housing alterations made after installation must receive approval from the local building department.
HCD's FBH handbook likewise says the local enforcement agency inspects alterations made after installation and that owners or contractors must have those alterations reviewed and approved locally.
This does not mean every paint patch needs a permit.
It means post-installation changes to regulated FBH construction do not remain solely inside the factory approval system.
Protect the HCD Insignia and Identification
Qualifying California FBH units and components are required to bear HCD insignias before shipment.
HCD says the insignia may be removed after installation, but during a repair you should preserve records showing the identity and approval of the unit or component.
Photograph insignias, serial information, and relevant labels before they are covered, damaged, or removed.
Do not casually destroy identification that may later help establish what was installed.
Repairs After a Defect Complaint
If HCD, CSLB, an insurer, attorney, or expert is already involved, coordinate before destructive repair when circumstances allow.
The agency or professional may want:
Photographs.
An inspection opportunity.
Samples.
Specific testing.
A written repair proposal.
Preservation of removed material.
Once the original condition is gone, it may be impossible to recreate.
CSLB and the Repair Contractor
If a California licensed contractor is hired to perform repair work, treat that repair as a real construction project.
Use an appropriate written scope and document:
What condition is being repaired.
What is excluded.
Who designed the repair.
Permits/inspections required.
Materials.
Temporary protection.
Finish restoration.
Warranty for the repair.
Price and change-order process.
A vague 'fix leak' invoice is a poor record for a complicated building-envelope repair.
Do Not Create a Second Scope Gap
The original defect may have happened because nobody owned an interface.
Do not repeat the mistake during repair.
For example, if a roofer opens the module joint but a carpenter must repair sheathing and an electrician must move wiring, decide who coordinates:
Demolition.
Technical repair.
Trade access.
Inspection.
Weatherproofing.
Insulation.
Drywall.
Paint.
Cleanup.
Someone needs responsibility for the complete restored assembly.
The Repair Closeout File
After the repair, add a dedicated section to the permanent building file containing:
Original defect photographs.
Written notices.
Investigation plan.
Permit/revision if applicable.
Engineer or expert report.
Manufacturer repair instructions.
Photographs of opened conditions.
Photographs of concealed repair before closure.
Inspection approvals.
Repair contract/invoice.
Warranty for repair.
Final photographs.
Future owners should be able to understand what happened without reopening the building.
Example: Opening a Leaking Module Roof Joint
Before opening:
Review factory and local roof details.
Identify who completed the field closure.
Notify relevant parties.
Check weather.
Determine whether local approval is needed.
Arrange temporary protection.
During opening:
Photograph each layer.
Document moisture and damage.
Preserve relevant materials.
Have the appropriate expert observe if causation is disputed.
Before closing:
Confirm the repair detail.
Obtain required approval/inspection.
Photograph the concealed repair.
Restore insulation, air/water control layers, roofing, and finishes.
That is a repair process.
'Send a roofer with caulk' is not.
Example: Opening a Wall at a Marriage-Line Crack
First determine whether the symptom is purely finish movement or whether there are other signs of movement.
If opening is warranted:
Review module connection details.
Locate electrical/plumbing before demolition.
Use limited exploratory openings.
Document the connection condition.
Involve structural expertise if connectors or framing appear altered or damaged.
Do not modify structural hardware without an approved repair approach.
Close only after the underlying question has actually been answered.
Example: Replacing a Leaking Factory-Installed Window
Before replacing the window, determine whether the failure is:
The window product.
Factory installation.
Transportation damage.
Field flashing/cladding integration.
Water entering elsewhere.
If the window must come out, document the perimeter flashing and weather barrier as it is exposed.
Otherwise the most important evidence may be destroyed during removal.
Example: Repairing Transportation Damage
Transportation damage may look cosmetic until the finish is removed.
A cracked wall can conceal displaced framing, damaged utilities, or a broken connection - or it can be only finish damage.
Use the least destructive investigation that can answer the question.
If the repair changes regulated construction after installation, coordinate with the local building department as appropriate.
Who Should Not Be Opening the Building?
Be cautious about allowing destructive work by someone who:
Cannot identify the assembly being opened.
Has no plan for electrical/plumbing hazards.
Cannot provide temporary weather protection.
Intends to alter structural work without engineering.
Wants to discard removed evidence immediately.
Will not document the opened condition.
Cannot explain who will restore the assembly.
Says permits never matter because the house was 'approved at the factory.'
That last statement is particularly wrong for post-installation FBH alterations in California.
The Pre-Opening Checklist
Before destructive investigation or repair:
Identify the regulatory category of the building.
Identify the exact assembly.
Collect approved plans/details.
Identify factory vs. field scope.
Notify potentially responsible parties when appropriate.
Determine whether an independent expert should direct the opening.
Ask the local building department about permit/revision/inspection requirements.
Check warranties and notice requirements.
Choose properly qualified trades.
Plan temporary protection.
Plan evidence preservation.
Plan photographs and testing.
Decide who designs the repair.
Decide who restores all layers and finishes.
The Before-Closing Checklist
Before concealing the repair:
Confirm the cause was actually identified or the repair rationale is documented.
Confirm required structural/technical approvals.
Complete required inspection.
Photograph concealed work.
Restore structural components.
Restore fire-resistance assemblies.
Restore insulation and air sealing.
Restore weatherproofing.
Restore MEP systems.
Test affected systems.
Document manufacturer instructions used.
Update the permanent building file.
The Bottom Line
Opening a prefab building is not inherently dangerous or forbidden.
Sometimes it is exactly what needs to happen.
But the person holding the saw should not be the person deciding, in real time, what an unfamiliar approved assembly was supposed to contain.
Start with the documents.
Identify the scope.
Preserve the evidence.
Use the right professional.
Coordinate with the manufacturer when proprietary work is involved.
And for California Factory-Built Housing, remember the regulatory handoff: HCD oversees factory manufacture, while post-installation alterations are subject to local building-department approval.
The repair should leave you with a better building and a better record - not a solved leak, a voided warranty, an unapproved structural change, and no photographs of what anyone found.
