Site Work: The Costs Nobody Includes in the Pretty Prefab Price
Why a $100,000 Building Can Become a Very Different Project Once It Meets the Ground
Prefab marketing is very good at showing you the house.
The renderings are beautiful. The floor plan is efficient. The factory price looks almost shockingly reasonable.
What you usually do not see in the rendering is the trench from the electrical service, the upgraded panel, the sewer lateral, the septic system, the foundation, the retaining wall, the driveway improvements, the drainage, the crane, or the truck trying to make the last turn onto the property.
That is site work.
And on many modular, prefab, panelized, manufactured, tiny-home, and even conventional construction projects, site work is where the budget stops being pretty.
The building and the property have to become one functioning, legal project. That connection costs money.
California HCD's current Factory-Built Housing guidance makes this distinction very clearly: factory construction can be approved before delivery, but local agencies still regulate and inspect the site-specific portions of the project, including installation, foundations, grading, underground utilities, onsite electrical, plumbing, fire-zone requirements, and other site development.
So before you get excited about the price of the house, ask a second question:
What is it going to cost to make this house work on this land?
The Building Price Is Only One Bucket
When I evaluate a prefab or modular proposal, I mentally separate the project into at least three buckets:
The building or manufactured product.
Delivery, setting, and assembly.
Everything required on the site.
Sometimes a company combines portions of those buckets.
Sometimes it does not.
That is why two $150,000 houses can produce completely different completed-project costs.
One property may already have easy utility connections, flat access, good soils, and a simple foundation.
Another may need a new septic system, electrical upgrade, retaining walls, a long driveway, fire-water storage, and a crane.
Same house.
Very different project.
Start With the Dirt
Before the foundation, there is the ground.
Site preparation can include:
Clearing vegetation.
Tree removal.
Demolition.
Stripping topsoil.
Excavation.
Cut and fill.
Importing engineered fill.
Exporting excess soil.
Compaction.
Rock excavation.
Erosion control.
Temporary construction access.
On a clean, flat suburban lot, this may be straightforward.
On a steep, rural, rocky, wet, heavily wooded, or previously developed site, it may not be.
The dangerous phrase in a bid is often something like 'normal site conditions assumed.'
Find out what normal means.
Grading Can Be Small - Or It Can Become the Project
Grading is not simply making the ground flat.
It can involve changing elevations so the building, driveway, drainage, utilities, and surrounding land work together.
A grading plan may need to address:
Building pad elevation.
Cut and fill quantities.
Slope stability.
Drainage.
Retaining walls.
Driveway grades.
Flood elevations.
Erosion control.
Where excavated soil will go.
Sometimes grading is the solution to a site problem. A building may be raised or the site carefully regraded to address certain flood or drainage conditions.
But moving dirt affects other things.
Water has to go somewhere.
A grade change cannot simply send runoff onto the neighbor.
And large grading quantities can trigger additional engineering, permits, hauling, equipment, and cost.
Never look at a sloped or flood-affected site and ask only whether the house fits. Ask what has to happen to the ground before the house can sit there.
The Foundation Is Not Just a Slab Price
Prefab advertisements sometimes make the foundation sound almost incidental.
It is not.
The foundation is the interface between a factory-built product and a site-specific piece of land.
Depending on the project, foundation costs may involve:
Site-specific foundation plans.
Structural engineering.
Soils information or geotechnical work.
Excavation.
Forms.
Reinforcing steel.
Concrete.
Piers or grade beams.
Stem walls.
Anchor bolts and hold-downs.
Crawlspace requirements.
Under-slab utilities.
Waterproofing.
Drainage.
Special inspections.
HCD's current Factory-Built Housing Handbook specifically treats FBH foundation plans as project-specific and places foundation inspection with the local enforcing agency.
If a prefab company says 'foundation included,' ask exactly which of those things it means.
Sometimes it means drawings.
Sometimes it means materials.
Sometimes it means a complete installed foundation.
Those are not the same price.
Soils Can Change Everything
You cannot see bearing capacity from an Instagram photo.
Expansive soils, unstable fill, groundwater, steep slopes, landslide conditions, or other geotechnical issues can change the foundation and grading design.
Depending on the jurisdiction and site, a geotechnical report may be required.
Even when one is not initially required, unexpected soil conditions during excavation can create additional work.
This is one reason site contingencies matter.
The factory can control the building environment. It cannot control the dirt you bought.
Sewer: How Far Away Is It Really?
If the property is on public sewer, locate the actual connection.
Do not stop at 'sewer is available.'
Ask:
Where is the lateral?
At what elevation?
Can the new dwelling gravity-flow to it?
Does the lateral have adequate capacity?
Will it need replacement or extension?
Will the street need to be opened?
Are connection or capacity fees required?
Who does the trenching and restoration?
A sewer connection 15 feet from the ADU is one project.
A connection across 150 feet of driveway or public roadway is another.
And if gravity does not work, you may be discussing pumps instead of a simple lateral.
Septic Can Make a Cheap Rural Prefab Expensive Very Quickly
On rural property, wastewater deserves attention before you order anything.
Find out:
Is there an existing septic system?
Where are the tank and disposal field?
What capacity was it approved for?
Where is the replacement area?
Can the existing system support the additional bedrooms or dwelling?
Will a new or expanded system be required?
Has the site been evaluated for wastewater feasibility?
What will Environmental Health require?
A small prefab sitting on twenty acres may look easy.
But acreage does not guarantee usable septic area.
Poor soils, steep slopes, groundwater, creeks, wells, setbacks, and existing development can dramatically reduce the area available for wastewater disposal.
On an unsewered property, the septic system may be as important to feasibility as the house itself.
The Well Is Not Free Water
A private well changes the analysis too.
Ask:
Where is the well?
What is its production?
What storage exists?
What treatment is needed?
How far is the building from the well?
What trenching and piping are required?
Are pressure tanks or pumps adequate?
Do well-to-septic setbacks affect the site plan?
Will fire requirements require additional storage?
A functioning well for one existing residence does not automatically answer every question about another dwelling.
And if the property does not yet have a proven water source, that belongs near the top of your feasibility list - not near the end of construction.
Electrical Service: The Meter Is Only the Beginning
Prefab buyers often hear that the unit comes fully wired.
That means very little if the property cannot supply it.
Site electrical costs can include:
Utility-company coordination.
Service upgrades.
New meters.
Main-panel replacement.
Subpanels.
Transformer upgrades.
Trenching.
Conduit.
Long feeder runs.
Temporary construction power.
Generator or battery integration where applicable.
The cost difference between connecting an ADU near an adequate 200-amp service and upgrading a remote rural electrical system can be substantial.
Before ordering the house, know what is available at the property.
Underground Utilities Add Up
Every utility has to travel from somewhere to somewhere.
That sounds obvious.
It is also one of the most routinely underestimated pieces of site development.
Trenching may be needed for:
Electricity.
Water.
Sewer.
Gas or propane lines.
Communications.
Drainage.
Then the trench has to be excavated, properly separated and bedded where required, inspected, backfilled, compacted, and the surface restored.
If utilities cross pavement, retaining walls, landscaping, rock, or long distances, costs rise.
HCD's current FBH guidance specifically places underground utilities and onsite electrical, mechanical, and plumbing within the local onsite inspection process.
The factory-built house may arrive finished.
The underground infrastructure does not arrive with it.
Fire Access Can Turn Into Real Construction
Especially in rural California and wildfire-prone areas, fire requirements can become significant site work.
Depending on the property and applicable requirements, that may involve:
Driveway width.
Driveway grade.
Turnouts.
Turnarounds.
Vegetation clearance.
Addressing.
Bridge or culvert capacity.
All-weather access.
Fire-water storage.
Hydrants or approved water supply.
Defensible-space work.
HCD's Factory-Built Housing guidance specifically leaves local and state fire-zone requirements and site development with the local project review.
A house that can legally be manufactured in a factory still has to be safely accessible once it reaches the parcel.
Do not assume an existing rural driveway automatically meets the requirements for new residential construction.
The Driveway May Need More Than Gravel
Construction access and permanent access are two different questions.
The delivery trucks need to reach the site.
The crane may need a stable setup area.
Concrete trucks need access.
After construction, the driveway still needs to satisfy whatever permanent access standards apply.
Potential costs include:
Widening.
Regrading.
Base rock.
Paving where required.
Drainage culverts.
Turnouts.
Turnarounds.
Retaining walls.
Tree removal.
Road easement improvements.
On a modular project, delivery geometry matters too.
A driveway may be perfectly usable for a pickup truck and completely unusable for a 60-foot module.
Transportation Is Site Work's Traveling Cousin
The house may be inexpensive at the factory because the factory is not on your property.
Delivery costs can include:
Freight.
Multiple trucks.
Oversize permits.
Pilot cars.
Route surveys.
Temporary removal of obstacles.
Utility-line coordination.
Special rural delivery requirements.
Ask whether the quoted delivery price is fixed or based on assumptions.
Ask what happens if the route changes.
Ask whether the manufacturer has actually evaluated the final approach to your site.
The last mile can be the hardest mile.
Then There Is the Crane
Many modular and prefab projects require a crane or other lifting equipment.
That may require:
A crane company.
Mobilization.
A suitable crane pad or setup area.
Traffic control.
Rigging.
Multiple picks.
Coordination with delivery trucks.
Weather contingency.
Additional hours if setting takes longer than expected.
Do not assume 'set included' means every crane-related cost is included.
Ask who owns the risk if the crane arrives and the site is not ready.
Drainage Is Not Optional
New roofs, driveways, pads, retaining walls, and grading change how water moves across a property.
Drainage work may include:
Gutters and downspouts.
Swales.
French drains.
Area drains.
Culverts.
Dissipaters.
Stormwater retention or treatment.
Slope protection.
Erosion control.
A building can be perfectly constructed and still create a terrible project if water is directed toward the foundation, septic field, road, or neighboring property.
Site drainage is one of those expenses that is easy to resent because it is not visually exciting.
It is also one of the things you will be very glad was done correctly.
Retaining Walls Can Quietly Become a Major Line Item
A retaining wall is not just landscaping when it is holding back significant soil or supporting a building, driveway, or slope.
Costs may include:
Engineering.
Excavation.
Footings.
Reinforcement.
Concrete or masonry.
Drainage behind the wall.
Waterproofing.
Backfill.
Guardrails or barriers where required.
A sloped lot may require several walls rather than one.
And walls can affect setbacks, drainage, access, and grading.
If the site concept depends on retaining walls, price them early.
Flood Work Is Site Work Too
A flood-zone designation does not automatically mean a property cannot be developed.
But compliance may affect the site budget.
Depending on the specific flood condition and local requirements, the project may involve:
Elevation of the finished floor.
Elevated foundations.
Engineered fill or grading where allowed.
Flood-resistant construction.
Drainage analysis.
Additional engineering.
Restrictions on where fill or structures can be placed.
Floodways can be substantially more restrictive than other mapped flood-hazard areas.
The point is not to assume floodplain equals no.
The point is to price the actual solution rather than pretending the map does not exist.
Trees, Creeks, Wetlands, and Habitat Can Affect the Construction Zone
The building footprint is not the only area construction uses.
You may need room for:
Equipment.
Material staging.
Utility trenches.
Grading.
Drainage.
Crane setup.
Temporary access.
A creek setback, protected tree, wetland, sensitive habitat, or biological constraint can affect those areas even when the house itself appears to fit.
On rural and undeveloped properties, environmental review or studies can become part of site development.
Again: the constraint may be manageable.
But manageable does not mean free.
Do Not Forget Demolition and Existing Conditions
Sometimes the cheapest place to build is occupied by something else.
Site work may include removal of:
Old garages.
Sheds.
Concrete slabs.
Pools.
Failed retaining walls.
Abandoned septic components.
Old utility lines.
Unpermitted structures.
Older buildings can also raise hazardous-material questions.
Demolition is not always complicated, but it should be in the budget if the project depends on it.
Temporary Work Still Costs Money
Some site costs disappear when the project is finished.
They still cost money.
Examples include:
Temporary fencing.
Portable toilets.
Temporary power.
Construction water.
Erosion-control measures.
Equipment staging.
Dumpsters.
Construction entrances.
Traffic control.
Site security.
These are not glamorous expenses.
They are still project expenses.
Local Fees and Utility Charges Are Not Construction - But They Hit the Same Bank Account
Technically, permit fees and utility charges are not site construction.
Financially, the distinction may not matter much to the owner.
Depending on the project, you may encounter:
Building and planning fees.
School or impact fees where applicable.
Water or sewer connection charges.
Utility-company charges.
Fire review fees.
Environmental Health fees.
Special inspection costs.
Survey or engineering costs.
HCD itself recognizes that onsite and offsite improvement requirements such as streets, water and sewer, drainage, circulation, and utility easements can represent a significant share of housing-development cost.
When you are comparing a prefab price to conventional construction, include the costs that both options still have to pay.
A $99,000 House Is Not Necessarily a Bad Deal
This article is not an argument against prefab.
Prefab can be excellent.
Factory construction can reduce weather delays, improve quality control, reduce waste, and shorten portions of the construction schedule.
HCD itself describes time savings, controlled manufacturing conditions, reduced waste, and potential cost savings among the benefits of factory-built housing.
But those advantages do not eliminate the property.
The house still needs somewhere legal and functional to land.
The mistake is not buying prefab. The mistake is comparing a prefab product price with a site-built completed-project price and assuming they are the same thing.
The Site Can Also Make Prefab a Fantastic Deal
The opposite is true too.
A property with:
Flat usable land.
Good truck access.
A straightforward foundation.
Nearby sewer and water.
Adequate electrical service.
Minimal grading.
No major retaining walls.
Simple fire access.
A short crane set.
may be an excellent prefab candidate.
That is why site analysis matters.
Prefab is not inherently cheap or expensive.
It is a construction method interacting with a specific parcel.
My Site-Work Checklist Before Ordering a Prefab
Before paying a significant deposit, I would want to understand:
Where exactly will the building sit?
What grading is required?
What foundation is required?
Do I need soils or geotechnical work?
Where is sewer or what septic work is needed?
Where is water coming from?
Is the electrical service adequate?
How far do utilities need to travel?
Can delivery trucks reach the site?
Can the crane operate there?
What driveway or fire-access improvements are required?
What drainage work is required?
Are retaining walls needed?
Are there flood constraints?
Are there creeks, wetlands, trees, habitat, or cultural-resource issues?
What demolition is required?
Who is responsible for each site-work item?
Which of these costs are included in the prefab company's price?
Which are included in the local contractor's price?
Which are still mine?
That last question is the one that matters.
Which costs are still mine?
Build the Real Budget
Instead of writing:
Prefab house: $125,000
write something closer to:
Building/product.
Design and local permitting.
Foundation.
Grading/site preparation.
Transportation.
Crane/set.
Onsite assembly.
Electrical service and connection.
Water.
Sewer/septic.
Driveway/fire access.
Drainage.
Retaining walls.
Environmental or site studies.
Permit/utility fees.
Finish/site restoration.
Contingency.
Then compare that completed-project number with your other construction options.
That is a real comparison.
The Bottom Line
The pretty prefab price is not fake.
It is simply often the price of one part of a much larger project.
The land has to be prepared.
The building needs a foundation.
The utilities have to reach it.
Wastewater has to leave it.
Water has to reach it.
People, fire apparatus, delivery trucks, and construction equipment need access.
Rainwater has to go somewhere.
The module has to physically arrive and be set.
And the local jurisdiction still has to approve and inspect the site-specific work.
Do not ask only what the house costs. Ask what the property has to become before that house can legally and comfortably live there.
That is the number you need.
