The Permit Is Final — Now What?

A Homeowner's First-Year Building File and Warranty Checklist

The permit is final. You can move in. The contractors are packing up.

Now is when a different kind of project begins.

The first year after construction is when you learn how the house actually behaves through weather, temperature changes, daily use, utility cycles, and seasonal movement.

It is also when small problems are easiest to document while contracts, photographs, invoices, installers, model numbers, and memories are still relatively fresh.

The goal is not to spend a year anxiously looking for defects.

The goal is to create a simple system so that normal maintenance, normal building adjustment, warranty items, and potentially serious problems do not all get thrown into the same bucket.

Start by Turning the Construction File Into a Building File

During construction, your documents were organized around getting the project built.

After final approval, reorganize them around owning the building.

At minimum, keep:

Final permit approval or Certificate of Occupancy where applicable.

Final approved plans and revisions.

Inspection history.

Engineering and soils documents.

Energy-compliance documents.

Factory-built/HCD documents where applicable.

Manufacturer installation instructions.

Contractor and consultant contacts.

Contracts and written change orders.

Final invoices and appropriate lien releases.

Warranties.

Equipment manuals and model/serial numbers.

Septic, well, utility, fire, and site records.

Construction photographs.

Make the file searchable and back it up.

Create a One-Page House Index

You should not have to search through 800 pages to figure out who installed the heat pump.

Create a one-page index with:

Permit number.

Final approval date.

General contractor.

Prefab manufacturer if applicable.

Installer/set crew.

Structural engineer.

Electrician.

Plumber.

HVAC contractor.

Roofing contractor.

Septic/well contractors.

Major equipment model and serial numbers.

Warranty contacts.

Emergency shutoff locations.

This becomes the front page of the permanent building file.

Build a Warranty Calendar Immediately

Do not assume every warranty begins on the same date.

A project may have separate warranties for:

Contractor labor.

Factory construction.

Prefab installation.

Roofing.

Windows.

Doors.

HVAC.

Water heater.

Appliances.

Solar.

Battery storage.

Pumps.

Specialty finishes.

Read the actual written warranty terms and record the start date, duration, claim procedure, exclusions, and contact information.

CSLB specifically recommends getting contractor and manufacturer warranties for labor and materials in writing.

If you do not know when a warranty expires, you do not really have a warranty management system.

Do Not Assume There Is One Universal 'One-Year Warranty'

Homeowners often hear that construction has a one-year warranty and assume that answers everything.

It does not.

California has different legal frameworks for different types of construction, contracts, defects, and housing products. Express written warranties can also have their own terms.

For example, HCD has a specific complaint path for Factory-Built Housing defects, while manufactured housing has its own distinct statutory and warranty framework.

Do not casually apply a manufactured-home warranty rule to California Factory-Built Housing.

Read the documents for the actual product you purchased.

Your Contract Is Part of the Warranty File

CSLB emphasizes that home-improvement contracts should describe the work and products in detail and that warranties offered for labor and materials should be in writing.

Keep the contract next to the warranty because a later question may be:

Was this item promised?

Which model was specified?

Who was responsible for installation?

Was this work changed by written change order?

Was the manufacturer warranty supposed to be provided?

Who supplied the material?

The permit tells you what was approved.

The contract tells you what was promised.

Photograph the Finished House Before Life Takes Over

Once you move in, furniture, rugs, storage, landscaping, and ordinary life quickly obscure the original condition.

Take a systematic set of completion photographs:

Every room.

Every wall.

Floors and ceilings.

Windows and doors.

Cabinetry.

Plumbing fixtures.

Mechanical equipment.

Electrical panels.

Exterior elevations.

Roof where safely visible.

Decks and stairs.

Foundation perimeter.

Grading and drainage.

Driveway.

Retaining walls.

Septic and well components.

Utility equipment.

These photographs establish a useful baseline.

Keep the Construction Photos Too

Completion photos show what the house looked like.

Construction photos show what is behind it.

Keep photographs of:

Framing.

Plumbing before concealment.

Electrical before concealment.

Blocking.

Shear walls.

Hold-downs.

Module connections.

Panel connections.

Roof transitions.

Underground utilities.

Drainage.

Septic work.

Label them by location.

Future remodeling becomes much easier when you can see inside the walls without opening them.

Make a Simple Defect Log

If something goes wrong, do not rely on a string of text messages and your memory.

Create a log with:

Date discovered.

Location.

Description.

Photographs or video.

Weather or operating conditions if relevant.

Who was notified.

Date notified.

Response.

Repair date.

Whether the problem returned.

This does not need to be adversarial.

It needs to be organized.

Report Problems in Writing

A phone call is useful for getting someone's attention.

Follow it with a written record.

Keep the tone factual:

What happened.

Where it happened.

When you first noticed it.

Photographs.

Whether damage is continuing.

What you are asking the responsible party to do.

Written documentation helps everyone remember what was reported and when.

Do Not Wait for a Small Leak to Become a Big Leak

Some issues justify immediate attention rather than waiting for a scheduled warranty walk.

Examples include:

Active water intrusion.

Plumbing leaks.

Electrical overheating or arcing.

Gas odor.

Sewage backup.

Structural movement that appears significant or rapidly changing.

Failed exterior weatherproofing.

Unsafe stairs or guards.

Fire-sprinkler leakage.

Major drainage directing water toward the foundation.

Protect people and property first, then document and notify the appropriate contractor, manufacturer, insurer, utility, or emergency service as the situation requires.

Learn the Difference Between Adjustment and Damage

Buildings move.

Wood dries.

Materials expand and contract.

Doors can need adjustment.

Small drywall cracks can appear.

Caulk can separate.

That does not mean every change is harmless.

Patterns matter.

A hairline finish crack is different from repeated widening cracks accompanied by sticking doors, sloping floors, foundation movement, or water intrusion.

Do not diagnose structural problems from appearance alone. Document the pattern and bring in the appropriate professional when the condition warrants it.

Watch the House Through Its First Rain

For many California projects, the first meaningful rain is the first real test of site drainage and exterior water management.

During and after rain, safely observe:

Where roof water goes.

Whether gutters overflow.

Where downspouts discharge.

Whether water ponds near the foundation.

Whether swales function.

Whether slopes erode.

Whether retaining walls drain.

Whether crawlspaces remain dry.

Whether doors or windows leak.

Whether exterior penetrations leak.

Do not wait until spring to address a drainage problem discovered in the first storm.

Rural Properties Need a First-Winter Site Check

Rural sites can change substantially after wet weather.

Watch:

Gravel driveway erosion.

Culverts.

Ditches.

Slope movement.

Road drainage.

Septic dispersal areas.

Well equipment.

Retaining walls.

Areas disturbed by crane or delivery equipment.

The house may be finished while the site is still settling into its new drainage patterns.

Protect the Septic System

Once construction equipment is gone, mark or map the septic components clearly.

Know:

Tank location.

Dispersal-field location.

Replacement area if applicable.

Pump and control locations.

Access risers.

Maintenance requirements.

Do not drive, build, excavate, or plant inappropriate deep-rooted vegetation over sensitive components.

Keep the approved septic plan in the permanent property file.

Learn the Well and Water System

If the property has a private well, know how the system works before something fails.

Record:

Well location.

Pump information.

Pressure tank.

Storage tanks.

Treatment equipment.

Filters.

Shutoffs.

Electrical controls.

Any required maintenance schedule.

If the project involved water-quality testing or treatment, preserve those records as a baseline.

Know Every Shutoff

Before you need them, locate and label:

Main water shutoff.

Fixture shutoffs.

Gas shutoff if applicable.

Main electrical disconnect.

Subpanels.

Solar disconnects.

Battery controls.

Well controls.

Septic pump controls.

Fire-sprinkler controls where applicable.

Make sure other household members know the important ones too.

HVAC: Record the Starting Condition

Save the startup and commissioning information for the heating, cooling, and ventilation systems.

Record:

Filter sizes.

Filter replacement schedule.

Outdoor-unit location.

Condensate locations.

Thermostat information.

Ventilation controls.

Installer contact.

Model and serial numbers.

If the system later develops a performance problem, you have a baseline.

Do Not Accidentally Disable Whole-House Ventilation

New homes can include mechanical ventilation that homeowners mistake for an ordinary bathroom fan or unnecessary control.

Before turning switches off permanently, understand what the approved system is designed to do.

Keep the ventilation operating instructions with the house manual.

If something seems excessively noisy or operates strangely, ask the installer rather than simply defeating the system.

Change Filters and Maintain Equipment

Warranties do not eliminate maintenance.

Create recurring reminders for equipment that requires it:

HVAC filters.

Water treatment.

Well filters.

Heat-pump maintenance.

Water-heater maintenance.

ERV/HRV or ventilation filters where applicable.

Range-hood filters.

Septic equipment.

Pumps.

Gutters.

Solar/battery maintenance specified by the manufacturer.

Follow the manufacturer's instructions for the actual equipment.

Check the Exterior After the First Hot and Cold Cycles

Temperature changes reveal movement.

Inspect:

Exterior sealants.

Siding joints.

Module marriage-line closures.

Panel joints.

Roof transitions.

Flashing.

Exterior penetrations.

Deck connections.

Window and door operation.

Prefab buildings deserve particular attention at transitions between factory-built and field-completed work.

Prefab: Pay Attention to the Factory/Site Interface

California HCD regulates the manufacturing of Factory-Built Housing and qualifying building components, while installation is inspected locally.

That means the completed house may contain work performed by different parties under different scopes.

In the first year, pay particular attention to:

Module marriage lines.

Panel joints.

Roof closure areas.

Site-completed siding.

Utility connections.

Field structural connections.

Transitions between factory and site finishes.

Transportation repairs.

When a problem occurs at an interface, identify responsibility before assuming it belongs to the factory or the site contractor.

Keep the HCD Information for Factory-Built Housing

If the project is California Factory-Built Housing, preserve the HCD-related documentation, approved factory plans, insignia information, manufacturer records, and installation documents.

HCD's FBH program covers factory-built housing and building components, and HCD provides a complaint path for factory-built housing defects.

Do not let those records disappear when the project file is boxed up.

Inspect Doors and Windows Seasonally

Operate every exterior door and window.

Watch for:

Sticking.

Failure to latch.

Water intrusion.

Failed seals.

Damaged weatherstripping.

Unexpected gaps.

Changes that become progressively worse.

A minor adjustment may be routine.

A repeated pattern across one side of the building may deserve closer attention.

Look Under Sinks

This is simple and remarkably useful.

During the first months, periodically look under:

Kitchen sink.

Bathroom sinks.

Laundry connections.

Dishwasher area.

Water heater.

Refrigerator water connection.

Small plumbing leaks can cause disproportionate damage when nobody notices them.

Watch Tile, Grout, and Caulk

Some cosmetic cracking or sealant movement can occur as materials dry and adjust.

Document anything that concerns you.

Pay particular attention where cracking is accompanied by:

Water intrusion.

Loose tile.

Movement.

Repeated failure after repair.

Cracks extending into surrounding assemblies.

The pattern matters more than one isolated line.

Check Cabinets and Built-Ins

Cabinets can move during transport or adjust after installation.

Check:

Door alignment.

Drawer operation.

Countertop joints.

Backsplashes.

Fasteners.

Gaps at walls.

Water exposure near sinks.

Prefab transportation damage is easier to address when it was documented early.

Walk the Roof From the Ground

Do not climb onto a roof unless you can do so safely and without violating warranty requirements.

From the ground or another safe vantage point, look for:

Loose or displaced roofing.

Flashing issues.

Gutter problems.

Debris accumulation.

Damage after storms.

Changes at module or panel roof transitions.

If something looks wrong, use a qualified roofer or appropriate professional.

Do a Foundation-Perimeter Walk

Several times during the first year, walk the exterior perimeter.

Look for changes in:

Drainage.

Soil settlement.

Erosion.

Standing water.

Foundation exposure.

Cracks.

Utility penetrations.

Pest entry points.

Photographs taken from the same locations over time can help distinguish a stable condition from a changing one.

Keep Soil Away From Siding and Vulnerable Materials

Final landscaping can unintentionally undo good construction.

Do not pile soil, mulch, planters, or irrigation against siding, vents, weep areas, or other assemblies that need clearance.

Follow the approved plans and manufacturer requirements for the actual construction.

Irrigation Can Create Problems the Building Never Had

A dry site at final inspection can become wet after landscaping.

Watch where irrigation sprays and drains.

Avoid routinely wetting:

Siding.

Doors.

Foundation edges.

Crawlspace vents.

Retaining walls.

Septic areas where inappropriate.

Slopes vulnerable to erosion.

Landscaping is part of building stewardship.

Keep a First-Year Seasonal Log

You do not need to inspect the house every week.

A simple seasonal rhythm works well:

Move-in baseline.

First major rain.

First cold period.

Spring drainage/site check.

First hot period.

Approximately 11 months after completion.

Add extra checks after unusual storms, power events, plumbing problems, or other relevant incidents.

Schedule an 11-Month Walk

If any important written warranty expires around one year, do not wait until day 364 to look at the house.

At roughly 10 or 11 months, review:

Your defect log.

Walls and ceilings.

Doors and windows.

Flooring.

Cabinetry.

Plumbing.

HVAC.

Exterior envelope.

Roof observations.

Drainage.

Decks and stairs.

Prefab connection/closure areas.

Any repaired items that have returned.

Then report covered concerns according to the actual warranty procedure before the applicable deadline.

Do Not Invent a Deadline That Is Not in Your Warranty

The 11-month walk is a practical management tool, not a statement that every California construction claim expires after one year.

CSLB notes that its disciplinary jurisdiction can extend beyond one year depending on the alleged violation or defect; its current guidance describes up to four years for patent defects and up to ten years for latent structural defects within its jurisdiction.

Those are not universal private warranty periods or a substitute for legal advice about a particular claim.

The actual contract, warranty, defect type, legal theory, and applicable law matter.

Do Not Let a Warranty Deadline Encourage Delay on Serious Problems

If water is entering the building or a safety issue is developing, address it now.

Waiting for an 11-month inspection can increase damage and complicate responsibility.

Document, mitigate further damage when reasonably possible, and notify the appropriate party promptly.

Give the Contractor a Fair Chance to Inspect

When practical and safe, avoid permanently altering the evidence of a disputed condition before the responsible party has had a reasonable opportunity to inspect it.

Emergency mitigation is different.

If a pipe is flooding the house, stop the water.

But photograph the condition and preserve records before repairs when circumstances allow.

Separate Maintenance From Warranty Work

A warranty is not a maintenance plan.

If the homeowner fails to perform required maintenance, later disputes become harder.

Keep maintenance records for:

Filter changes.

Roof/gutter cleaning.

Equipment service.

Water treatment.

Septic maintenance.

Exterior sealants where maintenance is specified.

Other manufacturer-required service.

Receipts and a simple log are enough.

Do Not Confuse a Home Warranty Contract With a Construction Warranty

A separately purchased home protection contract is another product entirely.

The California Department of Insurance explains that these contracts specify covered appliances/systems, exclusions, term, fees, and service conditions.

That is not the same thing as a contractor's workmanship warranty, a manufacturer's product warranty, or rights arising from defective construction.

Keep the categories separate.

If the Contractor Stops Responding

Start with the written contract and warranty procedure.

Send a clear written notice describing the issue and requested response.

Keep records.

If the issue involves a California licensed contractor and cannot be resolved, CSLB accepts complaints involving matters within its jurisdiction, including poor workmanship, contract violations, building-code violations, and other contractor-law issues.

Which route applies depends on who performed the work and what kind of problem occurred.

Do Not Threaten Everyone at Once

When a problem appears, identify the likely scope first.

A leaking field-installed roof closure may involve a different party from a factory-installed window.

A failed appliance may belong with the appliance manufacturer.

A site-drainage issue may belong with the site contractor.

A structural connection issue may require the installer and engineer.

Clear documentation and scope identification usually get you farther than sending the same angry email to six companies.

Keep Repair Records With the Original Problem

When something is repaired, save:

Original photographs.

Written notice.

Contractor response.

Repair invoice or work order.

Photographs of the repair.

Date completed.

Any revised warranty information.

If the condition returns, you have the complete history.

Update the Approved-Work File When You Alter the House

After final occupancy, the building begins accumulating history.

If you later obtain permits for:

Solar.

Battery.

Deck.

Addition.

ADU.

Electrical service upgrade.

HVAC replacement.

Structural alteration.

Other permitted work.

add the final approved records to the same permanent property file.

Do not start over with a new box every time.

Your First-Year Checklist

At move-in:

Save the final permit/occupancy record.

Create the house index.

Collect all written warranties.

Record warranty deadlines.

Record model and serial numbers.

Photograph the finished house.

Back up approved plans and construction photos.

Locate and label shutoffs.

Create a maintenance calendar.

During the first three months:

Check plumbing connections.

Operate all doors/windows.

Learn HVAC and ventilation controls.

Review exterior drainage.

Document any transportation or finish issues.

Confirm outstanding punch-list items are actually closed.

During the first wet season:

Observe roof drainage.

Check windows/doors for leaks.

Check foundation perimeter.

Check site drainage and erosion.

Inspect rural roads, culverts, septic areas, and retaining walls as applicable.

During seasonal temperature changes:

Recheck doors/windows.

Watch sealants and joints.

Observe module/panel transitions.

Document recurring cracks or movement.

Maintain HVAC and ventilation systems.

At 10-11 months:

Review every written warranty.

Walk the entire property.

Review the defect log.

Recheck previous repairs.

Submit covered warranty items before applicable deadlines.

Save all responses and repair records.

At one year:

Archive the first-year log.

Update the building index.

Continue the maintenance schedule.

Keep the permanent property file for the life of the property.

The Bottom Line

Final inspection ends the permit process.

It does not end your relationship with the building.

The first year is when you establish the habits and records that make the house easier to maintain for decades.

Keep the documents.

Know the warranties.

Photograph the baseline.

Watch the first rain.

Learn the systems.

Document problems early.

Maintain what needs maintenance.

And before any short warranty period expires, deliberately walk the building rather than assuming you would have noticed everything.

A good first-year file turns a newly completed construction project into a well-documented property.
